One woman that is likely to take a part in the ongoing reform of President Muhammad Buhari’s Government of Change is Hajiya (Barrister) Sholape Safiya Appo- Shaba.  There are already talks in high places that this pretty lady whose brain and brawn brought the much desired IT reforms at the Bureau of Public Enterprise under the leadership of Malam Nasir El-Rufai might be considered for a role at the highest level of government if all things work for good.

Barrister Sholape Shaba belongs to the class of fine brains who helped Malam Nasir El-Rufai build a rapid response and high octane Bureau of Public Enterprise during the early years of President Olusegun Obasanjo’s economic reform.
Born and bred with class and panache, Barrister Sholape has a brain that is excellence magnified. Having studied Law as first degree in Great Britain and IT for master’s degree, the alumnus of Middlesex University, UK unleashed her creativity on Nigeria at a time the IT whim was never in vogue. She proved a point with her role as a Deputy Director and Adviser to the Director General, BPE on Information Technology under the age of 30 over 10 years ago.

Barrister SSA Shaba is a highly motivated, committed, confident and experienced International Programme & IT Project Management Consultant with Legal background in Business Law. She built and managed the first BPE portal (Website) in 2001 which became a window to several ministries and Parastatals under the Federal Government of Nigeria. Barrister Sholape worked under BPE as a World Bank Consultant with a crusading zeal to drive E-Governance and build a transparently seamless relationship among various agencies of government.
Her role as Deputy Director & IT Adviser to the Director General of the BPE between 2001 and 2004 gave her the rare privilege of using her global knowledge of Information Technology to streamline processes and centralize all corporate data on one single web form on BPE Portal. Her several Information Technology innovations at the BPE made it easy for BPE to effortlessly transact her several privatization projects with the opportunity for a dynamic migration of clients information across platforms including that of the National Privatization Council  (NCP)which BPE serves.  One of Barrister Sholape’s major achievements at BPE was the development of an Extranet which enabled secured Collaborative Work between the BPE, local organizations and international agencies. It was a ground breaking innovation that marked a turn-around in the work of the BPE as a government agency.

By 2004 when SSA as she is affectionately called by close friends was moved to the Federal Ministry of Information under the World Bank project, BPE as a government parastatal had garnered a pedigree well grown above an average Federal Ministry.

At the ministry of Information under Chief Emeka Chikelu and later Frank Nweke Jnr., the witty, joyous and intelligent lady resumed her innovation galore. Obsessed with a culture of seeing things done differently, Barrister Sholape does not take less for a deal.  She was appointed Adviser to the minister on IT and Legal Reforms. Apart from being the brain behind the streamlining of NTA and Radio Nigeria’s programs on the world wide web, Barrister Sholape’s hand was filled with innovative reforms which includes Capacity Building; Programs for training staffs within the ministry, information officers and training programs to train  and retain  the trainers of the National Institute for Policy and Strategic Studies (NIPSS), decommissioning and roll-out of Payroll systems, Human Resources software, desktop, laptops and upgrade of network architecture. Barrister Sholape was also responsible for development of strategy for the upgrade of the Digitalization of National Archives and her efforts eventually led to defined requirements for development and maintenance of a National Archives Website. Voice of Nigeria (VON) also enjoyed from her vast knowledge of experience.
But Barrister Sholape Safiya Appoh- Shabba had more than enough reservoir of experience which played out in her innovative schemes at the BPE and Ministry of Information. These are all detailed in her years of productive working experience in the United Kingdom. Hajiya Sholape was a project manager and Legal analyst at LLOYDS TSB (London UK). She equally worked as Project Manager at EGG Banking (London, UK) a position that allowed her to implement development through the entire software life cycle and also, manage financial control and budget.   Her brief also include clients’ management and nurturing relationships with multiple stakeholders up to executive management level.  
She later worked with Scottish Widows Investment (in Scotland) as Manager Consultant in charge of Legal and Change Control.

Barrister Sholape was back to London where she worked as a Manager and analyst with GOLDMAN SACHS (London, UK); here, her brief was to provide project assurance on a number of business process re-engineering and draw a scheme for cost reduction in projects. She equally handled financial controls and Budget Management.
Hajiya Sholape took another appointment as a Change Manager cum Business Legal Strategist at LLOYDS TSB Investment (London, UK).
Her briefs included Risk and Resources management, budget tracking, management of business requirements and Management of Project legal regulatory services among many others.

Barrister Sholape Appoh- Shaba is a Business Law graduate of London Guidhall University and a Master Degree holder in Information Technology from Middlesex University, UK.
She has been called to the Nigerian Bar and had since practiced in the Public and Private sector of the Nigerian economy.
 Barrister Sholape Appoh-Shaba for the last 15 years has gained experience with diverse blue chip firms, including Donor Agencies, International, national and regional organizations in Europe and Nigeria. She has always successfully delivered value-ad programs and projects from inception to delivery for various clients.
 She gained all these through her activities at the BPE, Ministry of Information, international financial institutions, and other international organizations in Europe.
Over the years, Barrister Sholape Safiya Appoh-Shaba a child of former Nigerian Airways top shot, Mahmood Shabba from Niger state and Ijebu, Ogun state born business woman Bisi Dan Musa, (Bisket) has earned a pedigree in public sector management.

Recently, she was seen as part of the campaign train for the Malam Nasir El-Rufai Gubernatorial Campaign with other Nigerians during campaign and post victory era of the new governor of Kaduna state. It will be recalled that the new Kaduna state governor was the first Nigerian who discovered Barrister Sholape at BPE where she cut her professional tooth in Nigeria   
Presently, facts have it that Barrister Sholape is involved in an ongoing dialogue with stakeholders within the APC and Professionals in Corporate Nigeria to ensure a successful and transformational socio-economic process for Nigeria under the President Muhammad Buhari’s regime.
If the new government of President Muhammad Buhari finds her intellectual prowess and professional experience worthy, then Hajiya (Barrister) Sholape Appoh- Shaba might emerge as one of the leading lights of a new government especially in an era where merit is required with gender consideration.
